Public Law 104-99-1/26/96 - The Balanced Budget Downpayment Act (see Title IV - Housing and Urban Development - "FHA Single-family Assignment Program Reform")...NOTICE Sec. 230(c) of 'Authority to Assist Mortgagors in Default' - Prohibition of Judicial Review: "No decision by the Secretary to exercise or forego exercising any authority under this section shall be subject to judicial review." Do you think this new law was made because too many people were questioning HUD's failure to follow its own rules and petitioned the courts for redress? Is it right that Congress make laws that cannot be reviewed in the courts?
